AKD has successfully met all the preconditions set by the European Union related to the preparation and issuance of Electronic Residence Permits. Pursuant to the Regulation of the European Parliament and of the Council dated 25 October 2017 amending the Council Regulation establishing a uniform form of residence permits for third-country nationals, all EU Member States undertook to start issuing a new form of residence permits by January 2021.
In cooperation with the Ministry of the Interior and the AKD, the entire information system was adjusted, which enabled the delivery of data from the registration bureau of the Ministry of the Interior to the AKD personalization center and uploading data to the body and chip of an individual residence permit card. Moreover AKD designed, established and implemented the security accreditation of the Qualified Information System (KIS), and it is the only organization in the Republic of Croatia that is able to accept and process EU SECRET data. The main purpose of the KIS is to provide support to the design of national identification documents.
As part of the implementation of this project, AKD also produced biometric residence permit cards. The created cards were forwarded for testing to the accredited laboratory ICUBE Testing Center in France, where a series of tests related to the testing of mechanical / electronic characteristics, and application tests for electronic travel documents with extended access control (eMRTD with EACv1) were successfully performed. Therefore, the Republic of Croatia has fulfilled all the preconditions of the EU related to the preparation and issuance of a new electronic residence permit within the set deadline.
